KCOM Introduces New Infrastructure Sharing Pricing in Hull

KCOM, a Hull-based network operator, has announced its first publicly available prices and terms for its new Physical Infrastructure Access (PIA) product, enabling competitors to utilize its existing fibre optic infrastructure.

On July 3rd, 2025, KCOM, which has deployed Fibre-to-the-Premises (FTTP) across much of East Yorkshire and Lincolnshire, revealed new details about their PIA offering. This allows rival providers to deploy fibre using KCOM’s existing ducts and poles in Hull, where KCOM still holds Significant Market Power (SMP). While KCOM’s network expansion outside Hull is not regulated, within the Hull area, the operator’s SMP status ensures regulatory oversight.

Historically, KCOM’s rivals struggled with access to its infrastructure, often facing high costs and limited flexibility, which led to increased civil engineering costs and local community disruptions. However, recent political pressures prompted KCOM to collaboratively develop a more transparent PIA solution with partners like Connexin and MS3.

The newly published prices and terms represent a significant step forward, although the current iteration is still in draft form, expected to officially launch on August 1st, 2025. The product aims to streamline access, reduce deployment costs, and mitigate community concerns associated with infrastructure expansion.

MS3, one of KCOM’s key partners, expressed cautious optimism about the new pricing transparency, noting that the full details will need thorough review to assess fairness compared to other providers like Openreach. Meanwhile, the market remains cautious due to ongoing negotiations involving other telcos like CityFibre and MS3’s strategic focus on existing assets.

Ofcom is also preparing a comprehensive Telecoms Access Market Review for Hull, which could further influence the regulatory landscape around infrastructure sharing. Despite the late arrival of this development, KCOM’s recent move signifies progress in fostering competition and infrastructure openness in the region.
