FCC Unveils Ambitious Build America Plan in Key Policy Speech

FCC Chairman Brendan Carr announced a comprehensive plan aimed at boosting broadband infrastructure, spectrum utilization, and national security in his first major policy address.

In a pivotal speech at VIKOR headquarters in Sioux Falls, South Dakota, FCC Chairman Brendan Carr outlined his vision for the Build America agenda, emphasizing regulatory reforms and strategic initiatives to enhance U.S. telecommunications infrastructure. Central to his plan is the acceleration of broadband deployment through permitting reforms, particularly focusing on replacing aging copper networks with modern fiber systems. A proposed rulemaking on copper replacement is scheduled for voting in July, aiming to free billions of dollars for new network investments. Carr also highlighted efforts to optimize spectrum management by clearing middle-band spectrum for 5G expansion and auctioning licenses for the AWS-3 band, which has been underutilized for years. These steps are part of a broader initiative to support advanced communication services and technological innovation. In addition, the FCC is working to reduce bureaucratic delays in satellite and space communications by streamlining application processes and eliminating outdated technical rules. An ongoing rulemaking aims to open 20,000 MHz of spectrum for satellite broadband services.
